With the Department of Defense (DOD) accounting for over 45% of the discretionary federal budget and over 31-45% of the federal government’s employees ( active duty plus civilians, respectively), the challenge for the DOD’s newly established Irregular Warfare Center (IWC) is arguably to help the DOD learn how to play the infinite game rather than teaching the interagency to play the finite game. In other words, it plays the infinite game every day. The interagency is forever engaged in competing politically. Strategic competition is an infinite game of international politics – power manifesting in a variety of ways often more impactful on a daily basis than military force.
